Affordable Housing Advisory Committees are mandated by the State of Florida for all cities and counties receiving State Housing Initiatives Partnership (SHIP) funds. The Alachua County Affordable Housing Advisory Committee’s mission is to review the established policies and procedures, ordinances, land development regulations, and comprehensive plan of Alachua County and to recommend specific actions or initiatives to encourage affordable housing while protecting the ability of the property to appreciate in value. A previous requirement that the citizens also be active in regard to affordable housing has been suspended, as allowed by Florida Statute 420.0976, excerpted here: "If a county or eligible municipality whether due to its small size, the presence of a conflict of interest by prospective appointees, or other reasonable factor, is unable to appoint a citizen actively engaged in these activities in connection with affordable housing, a citizen engaged in the activity without regard to affordable housing may be appointed".

The Housing Authority Board is charged with maintaining the policy and fiduciary responsibilities pertaining to the Alachua County Housing Authority. The Alachua County Housing Authority is an independent legal entity created by State Statute. By Special Act of the Florida State Legislature in 1972, Housing Authority Board members are appointed by the Board of County Commissioners. The Housing Authority Board meets on the first Wednesday of each month. Meetings begin at 6:00 p.m. and are held at the Alachua County Housing Authority, 703 NE 1st Street, Gainesville.

A quasi-judicial body of seven members and two alternates, appointed by the County Commission with a goal to achieve compliance on designated civil code violations to protect the health, safety, and welfare of Alachua County. The Code Enforcement Board has the authority to issue findings of fact, conclusions of law, and orders to adjudicate violators of code requirements. The CEB may impose a fine if compliance is not achieved within a reasonable period of time.

The Empowerment Center Oversight Advisory Board will develop a long-term vision for the success of the Empowerment Center and the broad range of homeless and social/community services that are or may be provided at the Empowerment Center. The Housing Finance Authority is authorized under Chapter 159, Florida Statutes and County Codes Chapter 32, to issue tax exempt revenue bonds to finance qualified affordable housing projects in Alachua County. At least three of its members are required to be knowledgeable in the fields of labor, finance or commerce. The Local Planning Agency and Planning Commission is responsible for preparation of the comprehensive plan; reviewing and making recommendations on re-zonings, special use permits, temporary use permits, and special exceptions, and on land development regulations upon the request of the Board of County Commissioners. The Planning Commission is comprised of 8 members (one is a School Board Member) serving 4-year terms.

The Original Florida Tourism Task Force was formed via an Interlocal agreement with 11 other counties in North Central Florida. It is a working group promoting tourism development within the counties, with each county contributing a number of members based on its population. The Alachua County Commission appoints 4 members to the Task Force: three citizens-at-large and one alternate. Monthly regional travel is required.

The Value Adjustment Board (the "VAB") is an independent governmental agency created by Chapter 194, of the Florida Statutes, to accept and process taxpayers' petitions contesting the value of real estate and personal property as assessed by the Property Appraiser's Office. Hearings are conducted by "Special Magistrates" appointed by the VAB to determine whether or not property is properly assessed. If not, then the VAB has the authority to make any necessary adjustment. Of the four VAB members, only one is a citizen appointed by the County. The citizen must own homestead property within the county.

The Alachua County Victim Services & Rape Crisis Center provides services to survivors of interpersonal violence, sexual violence and personal injury crimes. Established in the Gainesville/Alachua County community for more than 36 years, the program is available to support and assist anyone who is a victim or survivor of violence. This eleven member citizens’ advisory council assists the Center by promoting community awareness of the program, advising the County on future policies and directions, and engaging in an annual review of the program. You do not have to be a survivor of violence to serve on the council; you just need to be willing to invest your time in support of the Center’s goal to diminish the impact of sexual violence and facilitate the recovery of victims and survivors of violent crime. The Council usually meets on the third Thursday of the month. Meetings begin at 5:30 p.m. and are held at 218 SE 24th Street, in the Alachua County Health Department Auditorium.

The WellFlorida Council does not serve as an advisory board to the County Commission; however, Alachua County appoints three members to serve on the Council's Board of Directors. Appointees shall be representatives of health care providers, health care purchasers and nongovernmental health care consumers, but not excluding elected government officials. WellFlorida uses a number of tools to shape solutions to some of the region's most pressing healthcare issues. In partnership with other like-minded organizations, WellFlorida has developed new programs with measurable outcomes, created Community Health Centers, and obtained large grants for community-based programs. Members serve two-year terms. Meetings are held on the first Monday of even-numbered months from Noon to 2:00 PM. Members may attend meetings via conference call.

Assure citizens and elected officials that funds approved through the referendum are expended only to: a. Acquire and improve environmentally sensitive lands to protect drinking water sources, water quality, and wildlife habitat, and, b. Create, improve and maintain parks and recreational facilities as permitted by Florida Statutes, the referendum ballot language, and ordinances. c. Notwithstanding the above, Alachua County may utilize a portion of its proceeds to establish a fund for the purpose of providing matching grants to the municipalities within the County for projects that meet the requirements of subsections (a) or (b), and which, in the sole discretion of Alachua County, have countywide significance. The committee has three basic responsibilities: 1. Track overall expenditure of one-half percent sales tax revenues. 2. Report annually, or as necessary, to the Alachua County Board of County Commissioners and each City Commission on expenditure of funds. 3. If it is the opinion of the Advisory Committee that funds may have been misappropriated, they have the right to audit, immediately bring their findings to the municipality and the Board of County Commissioners and demand repayment with the approval of the Board of County Commissioners.
